Regulations Regarding the Organization and Operation of the Parking Facility

Art. 1. – (1) The management regulations for the private domain parking facility Reform Parking House represent the legal framework defining the relations between the Pension Fund of the Reformed Church in Romania (CPBRR) as owner, S.C. VERDAPARK S.R.L. as administrator, and the users of the underground and above-ground parking levels.

(2) The provisions of these regulations aim to ensure the smooth and safe operation and use of CPBRR’s privately owned parking facility.

(3) The company’s administrative office carries out its activity inside the parking building located in Cluj-Napoca, 22-24 Avram Iancu Street.

(4) The operating hours of the administrative office are Monday to Friday, between 08:00 and 16:00.

(5) The development of paid parking spaces is carried out in accordance with spatial planning and urban development legislation and with parking design regulations.

(6) The parking management reserves the right to maintain properly signposted reserved parking spaces or to delimit certain areas within the parking premises according to its own needs.

(7) Depending on the occupancy rate of parking spaces or other exceptional circumstances, access to the parking premises may be temporarily restricted.

(8) The owner and the administrator of the parking facility reserve the right to grant/lease parking spaces to collaborators or tenants of the offices inside the building.

Art. 2. – (1) In and around the parking area, it is prohibited to place structures, panels, or devices that could be confused with signs or signaling equipment, or to set up obstacles that might limit their visibility or effectiveness, obstruct traffic participants, or distract their attention, thus endangering traffic safety.

(2) Pasting posters, inscriptions, or writings on signs or signaling devices, including their support posts, is prohibited.

(3) Inside the parking facility, the parking signaling means are: a) road signs; b) road markings; c) other special devices.

(4) Parking signaling means shall be produced and installed so that they can be easily observed from a proper distance by those to whom they are addressed, and must be in full accordance with each other and in proper technical working order.

(5) Parking signaling devices and other special equipment of this kind shall be provided, installed, and maintained under the responsibility of the parking administrator.

Art. 3. – (1) This parking facility is a private domain where all signs, markings, indicators, and staff instructions must be respected. Entering the Reform Parking House implies acknowledgment and acceptance of these regulations.

(2) Vehicles inside the parking facility must be driven with increased caution, respecting all indicator panels, traffic signs, road markings, and the maximum allowed height limit.

(3) Traffic inside the parking facility must move at a maximum speed of 5 km/h with low-beam headlights turned on.

(4) Users are required to occupy a proper parking spot by positioning the vehicle according to signs, within the road markings defining the parking space, paying special attention to smaller-than-standard spots as indicated.

Art. 4. – (1) Fees are charged for occupying a parking space.

(2) Parking fees are expressed based on the hourly rate per 30-minute parking fraction; therefore, payment is due for 30-minute increments.

(3) Even though the time billing unit is a 30-minute fraction, within the meaning of these regulations, a 30-minute interval includes any parking duration between 1 and 30 minutes. Therefore, if a vehicle stays for 31, 61, etc. minutes, the fee for the next 30-minute fraction must be paid, even if the vehicle stayed only 1 minute over the initial 30-minute period.

(4) Parking fees are established by the decision of the company’s administrator. The fees valid as of March 10, 2026 are as follows:

  • 08:00 – 20:00 time interval: 5 RON / each started 30 minutes
  • 20:00 – 08:00 time interval: 2 RON / each started 30 minutes
  • Electric vehicle charging fee: 3 RON / 1 kWh (fractions rounded up to the nearest RON)
  • Additional fee – Lost ticket: 150 RON
  • Additional fee – Broken barrier: Full cost of repair or replacement according to supplier prices (minimum 2,500 RON)
  • Additional fee – Destruction of barrier motor and arm: Full cost of repair or replacement according to supplier prices (minimum 10,000 RON)
  • Additional fee – Damage/destruction of ticket station or charging stations: Full cost of repair or replacement according to supplier prices (minimum 5,000 RON)
  • Additional fee – Destruction of suspended entry monitor: Full cost of repair or replacement according to supplier prices (minimum 7,500 RON)
  • Additional fee – Other parking damages (wall scratches, damaged signage, etc.): Full repair cost (minimum 250 RON)

Additional fees (other than lost tickets) must be paid at the parking administration office on working days between 09:00 and 15:00 or via bank transfer.

All fees include VAT.

(5) The parking management reserves the right to allow clients to leave the parking facility unconditionally and free of charge within the first 10 minutes after entry. In this case, ticket validation at the payment machine is not required. These 10 minutes are not free in the sense of deducting them from total parking time; because there is no direct access road from the basement to the upper floors, this option exists strictly to allow drivers who entered the basement to exit within 10 minutes if they wish to park on an upper floor instead. Returning from the basement to the entrance requires exiting through the exit barrier near the control center. Re-entry will require requesting a new ticket.

(6) Payment shall be made at the automatic pay stations at the end of the stay. Users are required to pay the parking/charging fee before retrieving the vehicle and to exit the parking facility within 15 minutes of payment.

(7) If automatic pay stations are unavailable, the company provides an alternative payment option at the entrance control center (POS or ePOS for card payments. Cash payment is not possible in such cases).

(8) Inserting worn, damaged, stained, taped, torn, or crumpled banknotes into automatic payment machines is strictly forbidden. If the machine rejects a banknote, do not attempt to reinsert it, as it risks jamming the machine. In such cases, payment will not be recorded.

Art. 5. Use of the Parking Facility

  • Vehicle entry into the parking facility requires a parking ticket. Drivers shall not enter without a ticket issued upon opening the access barrier, as exiting is permitted only after paying and validating the parking ticket (except when the usage period is shorter than the taxable threshold per Art. 4, para. (5)).
  • Upon entering, users must stop in front of the access barrier; the system will read the license plate, and pressing the button on the ticket station (located on the driver’s left side) releases a ticket printed with a barcode, exact entry time, license plate number, and other necessary details.
  • After taking the ticket, wait for the barrier to open and follow all signs, markings, electronic displays, and printed posters. Reversing after passing the barrier is strictly prohibited due to the risk of destroying it.
  • Based on the parking ticket, users can:
  • Activate the EV charging stations according to displayed instructions.
  • Access the stairwell, elevator, and restrooms located on Basement Level 1.
  • Make payments at the automatic pay stations on the ground floor stairwell.
  • When using EV charging stations, scanning the ticket at the pay machine will display the combined total for parking and charging, which must be paid in full prior to retrieving the vehicle.
  • Users must keep the ticket used to complete payment. Exiting is permitted only after paying the fee at the automatic pay station. Payment is made at the end of the stay before entering the vehicle, and users must exit within 15 minutes of payment.
  • In case of a lost or destroyed ticket, the fee can be paid using the license plate number entered manually at the machine. If the system does not recognize the plate, a 150 RON fee will be charged by pressing the “Lost Ticket” button. The machine will issue a new ticket allowing exit within 15 minutes.
  • The maximum consecutive parking duration allowed is 72 hours. Beyond this limit, the parking administration reserves the right to wheel-lock and/or relocate the vehicle at the driver’s expense, including unlocking/relocation fees and ongoing parking rates.
  • Bicycles, scooters, motorcycles, and mopeds must park in designated and signposted spaces for a maximum of 72 consecutive hours. Parking outside designated areas or exceeding 72 hours entitles management to lock the vehicle at the owner’s expense (150 RON fee plus accrued parking fees). Management assumes no liability for damages resulting from locking or relocation.
  • Drivers accept the towing, off-site storage, or wheel-locking of vehicles in cases of improper parking or abandonment exceeding 72 hours.
  • Improperly parked vehicles causing an imminent hazard (e.g., blocking access, escape routes, or entry/exit) will be removed or wheel-locked immediately without waiting 72 hours or following standard warning procedures.
  • Exiting is allowed exclusively after validating and paying the parking fee using the access ticket.
  • After payment, the parking right is invalidated. Each client has 15 free minutes to return to their vehicle and exit. Failure to do so incurs at least an additional 30-minute fee increment based on extra time spent.
  • Exit barriers open automatically or upon presenting the paid ticket to the reader located next to the barrier.

Art. 6. – (1) Stopping or parking on access lanes, driving lanes, marked safety zones, or ramps is strictly prohibited.

(2) Vehicles with trailers, LPG (autogas) vehicles, and animal-drawn vehicles are prohibited from using the parking facility.

(3) Entering with CB radio antennas mounted on the vehicle that exceed the maximum height limit is prohibited.

(4) Pedestrians must walk outside vehicle lanes, ramps, and maneuvering zones; the administrator accepts no liability for traffic accidents resulting from non-compliance.

(5) Users must obey all traffic rules, road signs, and road markings within the parking area.

(6) Vehicles must be parked exclusively within designated, marked spaces without obstructing adjacent spots.

(7) Idling with the engine running inside underground/above-ground levels is prohibited. Drivers must turn off the engine, put the vehicle in gear, engage parking and anti-theft brakes, and lock the doors.

(8) Vehicles and personal belongings inside the facility are not guarded. The administrator is not liable for vehicle or property theft, security, damages caused by improper driving or parking, or natural disasters. Management is exempt from compensation obligations.

(9) Employees will immediately report any unwanted incidents to the competent authorities and company management.

 

Art. 7. General Rules and Restrictions

  • For safety and optimal operation, the following rules apply:
  1. Climbing on parapets is strictly prohibited.
  2. Driving surfaces may be slippery (especially in the basement and rooftop terrace); drive with extreme caution. Management assumes no liability for damages or incidents caused by slippage.
  3. Supervise children closely to prevent accidents or fall hazards on stairs, parapets, or railings.
  4. Maintain cleanliness and use trash cans located on every floor near stairwells and pay stations.
  5. Maintain restroom cleanliness according to displayed instructions.
  6. Restrooms are free for parking clients via ticket control (handicapped restrooms are opened by staff upon request).
  7. Do not step on the grass or damage green spaces on the accessible rooftop terrace.
  8. Do not touch or damage technical equipment on the rooftop terrace (which powers building ventilation, security, and fire systems). Violators bear all repair costs.
  9. Do not touch live electrical equipment due to electrocution hazards.
  10. Do not enter restricted or prohibited areas.
  11. Do not use the rooftop terrace for any purpose other than vehicle parking.
  12. Parking in “No Stopping / No Parking” zones is prohibited.
  13. Parking in front of emergency exits or stairwell entries is prohibited.
  14. Parking in spaces reserved for persons with reduced mobility or disabilities is prohibited without displaying valid proof.
  15. Parking non-electric vehicles or non-charging electric vehicles in EV charging spots is prohibited.
  16. Disregarding signs and markings is prohibited.
  17. Unauthorized parking in reserved spaces is prohibited.
  18. Driving school instruction inside the facility is prohibited.
  19. Leaving minors, animals, flammable substances, or dangerous items unattended inside vehicles is prohibited.
  20. Vehicle repairs, maintenance (e.g., oil or antifreeze changes), or refueling inside the facility is prohibited.
  21. Parking cars in motorcycle spots (or motorcycles in car spots) is prohibited.
  22. Parking motorcycles in car spots is prohibited.
  23. Leaving without paying parking or service fees is strictly prohibited.
  24. Displaying vehicles for sale or posting sale notices inside the facility is prohibited.
  25. Smoking and open flames are strictly prohibited throughout the building.

(2) Parking users expressly agree to these Terms and Conditions and acknowledge that applied penalties are contractual in nature rather than minor statutory offenses.

Art. 8. – (1) Disregarding traffic signs, speeding, or improper parking/stopping (e.g., taking up two spots, blocking lanes/exits, occupying reserved or disabled spots) may result in restricted access and wheel-locking.

(2) Enforcement Procedures:

1st Offense: A notification notice will be placed on the windshield (Annex 1 model).

2nd Offense: A formal warning notice will be placed on the windshield (Annex 2 model) informing the user of the violation and potential future access restrictions. The infraction will be photographed and logged in the Warning Register.

3rd Offense: The vehicle’s access will be restricted for 1 month based on its license plate (Annex 3 model). Continued non-compliance after the restriction period results in wheel-locking and permanent access bans (Annex 4 model).

(4) In case of unauthorized exit without payment (Art. 7, item 21), future entry will automatically charge all unpaid back fees calculated from the initial entry. Management reserves the right to immediately ban the vehicle and file criminal charges.

(5) In case of lost tickets where license plates were unread, intentional attempts to bypass fees will result in wheel-locking, full parking fee charges, lost ticket fees, and wheel-unlocking fees.

(6–10) Wheel-locking is performed using yellow-painted, tamper-proof special devices applied exclusively to the front wheel on the driver’s side within 5 minutes, without causing vehicle damage.

(11–13) A notice (Annex 2) will be placed on the windshield detailing the infraction. Unlocking occurs after the driver reviews the parking regulations and pays the unlocking fee.

(14) Vehicles remaining locked for over 24 hours may be towed and impounded at the owner’s expense (accrued parking fees plus towing/service fees).

(15) Wheel-unlocking operations run 24/7.

(16) Local Police or authorized agencies may be called to protect staff during locking/unlocking operations.

(17) Video surveillance operates exclusively for traffic flow and safety; recordings are not public unless requested by authorities investigating an incident.

(18) Management assumes no liability for vehicles or contents left inside.

(19–20) Violations and property damages will be sanctioned according to current public road and legal regulations.

Art. 9. – (1) The fee for wheel unlocking is 150 RON (subject to change by the administrator).

(2) Towing and relocation fees are determined and collected directly by the third-party service provider.

Art. 10. Sanitation and cleanliness of the parking facility shall be provided by the administrator.

Art. 11. Video Surveillance – Personal Data (GDPR)

(1) Verdapark SRL operates video surveillance systems inside the parking facility in compliance with GDPR regulations.

(2) Legal basis for processing: Art. 6(1)(c) of the GDPR (fulfillment of a legal obligation under Physical Security Risk Assessment requirements).

(3–4) Cameras are installed to mitigate risks in key public areas, including access gates, perimeters, stairwells, parking levels/ramps, office access/elevators, security booths, pay stations, and rooftop levels.

(5) Cameras run 24/7. Digital recordings store license plates, dates, locations, and timestamps.

(6) Video recordings are automatically stored for up to 30 days, except when needed for investigations, damages, legal claims, data subject access requests, or public authority orders.

(7–8) Recorded personal data may be shared with IT service contractors, security companies, or law enforcement authorities.

(9–10) Surveillance zones are visibly signposted across building interiors and exteriors.

(11) Data processing protects assets, personnel, IT infrastructure, and fire security systems while deterring unauthorized physical access. Automatic License Plate Recognition (ALPR) data is also used to optimize operations.

(12) This article is supplemented by personal data processing policies available at parking.cpbrr.ro.

Art. 12. Annexes form an integral part of these regulations.

Art. 13. – (1) The parking management reserves the right to unilaterally amend these Regulations at any time. Updates will be communicated exclusively by republishing the document on parking.cpbrr.ro.

(2) These regulations can be consulted for free on cpbrr.ro or in printed form at the administrative office and security control booth.

(3) These regulations were amended and updated (v.4) on September 09, 2026, entering into force on September 11, 2026.

We hereby inform you that access, exit, driving, and parking within the “Reform Parking House” facility are conducted in accordance with the Regulations in force, which can be consulted at the administrative office or online at parking.cpbrr.ro.

According to these Regulations, the parking garage is intended for stationary vehicles, and stopping/parking is permitted only subject to observing designated, marked parking spots, traffic indicators, road signs, and all other signaling devices.

Users are required to occupy a proper parking spot by positioning the vehicle according to signs, within the road markings defining the space, paying special attention to spots with smaller-than-standard dimensions as indicated.

This notice aims to raise user awareness regarding the mandatory compliance with access, parking, stopping, and traffic rules within the facility. We kindly request that in the future you use the parking garage with extra care, observing all signaling devices.

At present, the vehicle identified above was found to be improperly parked in the following situation:
